Fire Safety for Timber Internal Linings & Flooring (Scotland) 


A clear guide for homeowners, joiners, architects and specifiers 

Timber brings warmth and character to interiors — but when used as a wall lining, ceiling or flooring finish, it must also comply with fire regulations in Scotland. 

This guide explains: 

  • When fire regulations apply 
  • What fire classifications mean 
  • What untreated timber achieves 
  • How flame-retardant treatments work 
  • What documentation you may need

1️⃣ Do internal timber linings need to meet fire regulations? 

Yes. 

Fire performance in Scotland is governed by: 

  • Scottish Building Standards – Technical Handbook (Section 2: Fire) 
  • Section 2.5 – Internal Linings 
  • Classification under BS EN 13501-1 (European reaction-to-fire standard) 

These regulations apply to: 

  • Wall linings 
  • Ceiling linings 
  • Escape routes and protected zones 
  • Certain flooring applications 

The required performance depends on: 

  • Whether the building is domestic or non-domestic 
  • The height and layout of the building 
  • Whether the area forms part of an escape route 
  • The room size and occupancy risk

2️⃣ What fire class does untreated timber achieve? 

Solid softwood lining boards (typically 12mm thick or greater) generally achieve: 

Euroclass D-s2,d0 

This is normal for untreated timber. 

For many standard domestic dwellings, this classification is acceptable. 

However, in: 

  • Protected stairways 
  • Common escape corridors in flats 
  • Public buildings 
  • Commercial interiors 

— higher classifications (such as C or B) may be required. 

Always confirm the required classification in your building warrant or with Building Standards. 

 

3️⃣ What do the fire classes actually mean? 

Under BS EN 13501-1, materials are classified: 

  • A1 / A2 – Non-combustible 
  • B – Very limited contribution to fire 
  • C – Limited contribution 
  • D / E – Increasing contribution 

Suffixes indicate: 

  • s1, s2, s3 – Smoke production 
  • d0, d1, d2 – Flaming droplets 

Example: 
B-s1,d0 = Limited contribution to fire, low smoke, no flaming droplets. 

 

Reaction to Fire vs Fire Resistance — Important Difference 

This is one of the most common misunderstandings. 

Reaction to Fire 
How a material behaves when exposed to flame (surface spread, smoke, droplets). 
This is what Euroclass ratings measure. 

Fire Resistance 
How long a wall, floor or ceiling can resist fire penetration (e.g. 30 minutes REI 30). 

Flame-retardant treatments improve reaction to fire. 
They do not turn timber into a 30-minute fire-rated wall. 

Fire resistance depends on the entire construction build-up. 

 

4️⃣ Does timber flooring have the same requirements? 

Flooring is assessed differently. 

Floor coverings are classified under: 

BS EN 13501-1 (flooring classes – e.g. Bfl-s1, Cfl-s1) 

Floor tests measure: 

  • Flame spread across the floor surface 
  • Critical radiant flux 

Wall/ceiling classifications (A–E) are not the same as floor classifications (Bfl, Cfl etc.). 

In many domestic homes, solid timber flooring is acceptable untreated. 

However, higher classifications may apply in: 

  • Communal escape corridors 
  • Apartment blocks 
  • Non-domestic buildings 

Always confirm which classification applies to your project. 

 

5️⃣ Does species, thickness or profile affect fire performance? 

Yes — potentially. 

Fire classification depends on: 

  • Timber density 
  • Thickness 
  • Installation method 
  • Full build-up (including backing materials or coatings) 

Important: 

Fire classification applies to a tested system, not just a timber species. 

For example: 

  • A 20mm Douglas Fir board may perform differently to a 15mm board 
  • Western Red Cedar absorbs treatment differently to Scots Pine 
  • V-groove profiling does not usually change classification unless tested as part of a system 

Always refer to: 

  • Manufacturer’s Declaration of Performance (DoP) 
  • Fire test reports 
  • Project fire strategy 

 

6️⃣ How can fire performance be improved? 

Untreated timber generally achieves Euroclass D. 

Flame-retardant impregnation treatments can improve surface classification — in some cases to Euroclass B, when applied correctly. 

One example is Flametect C-WD, a clear flame-retardant treatment for timber. 

These products: 

  • Penetrate absorbent wood 
  • Improve surface flame spread performance 
  • Are water-based 
  • Are applied on site after installation 

They are tested under standards such as: 

  • BS EN 13501-1 (Euroclass) 
  • BS 476 (Class 0 / Class 1 surface spread of flame tests) 
  • ASTM E-84 / UL 723 (flame spread tests) 

⚠ Important: These are surface spread tests. They do not provide structural fire resistance. 

Always consult the manufacturer’s latest technical data sheet. 

 

7️⃣ How much product will I need? 

Example (based on typical 250 ml/m² coverage): 

If coating 50m²: 

50 ÷ 4m² per litre = 12.5 litres required 

Allow additional product for: 

  • Rough-sawn timber 
  • End grain 
  • Highly absorbent species 
  • Wastage 

Planed timber absorbs less than rough-sawn. 

Western Red Cedar absorbs differently to Scots Pine or Douglas Fir. 

Always follow manufacturer application rates in grams per m². 

Under-application may invalidate classification. 

 

8️⃣ Do I need to coat all sides? 

In most internal lining applications, only the exposed face is coated after installation. 

This is because classification relates to surface flame spread. 

However: 

  • Follow the manufacturer’s instructions 
  • Follow your project specification 
  • Treat exposed edges if required 
  • Treat any site-cut faces if specified 

Classification depends on achieving the required application rate on exposed surfaces. 

 

9️⃣ Can it be applied after installation? 

Yes — this is common practice. 

Typical for: 

  • Internal T&G and VT&G linings 
  • Renovations 
  • Retrofit projects 

Before application: 

  • Timber must be dry 
  • Surfaces must be clean 
  • Temperature must meet manufacturer guidance 
  • Ventilation must be adequate 

Do not apply to damp timber. 

 

🔟 Can I paint or stain over it? 

Generally no — unless approved by the manufacturer. 

Overcoating can: 

  • Reduce fire performance 
  • Invalidate certification 

Some systems require a compatible topcoat supplied by the same manufacturer. 

Never assume decorative paints or oils are compatible. 

 

1️⃣1️⃣ Can I screw or nail through treated timber? 

Yes — once fully cured. 

Mechanical fixings do not typically invalidate surface classification. 

However: 

  • Avoid excessive abrasion 
  • Do not sand after treatment 
  • Touch up exposed timber if required 

 

1️⃣2️⃣ Will it change the colour? 

Clear systems may cause: 

  • Slight darkening 
  • Mild yellowing 
  • Subtle sheen change 

Absorption varies by species. 

Always test on an offcut first. 

 

1️⃣3️⃣ Does it need maintenance? 

In internal dry environments, impregnated treatments are typically long-lasting. 

However: 

  • Sanding or refinishing removes protection 
  • Later alterations may require re-treatment 
  • Moisture exposure may affect performance 

If surfaces are altered, consult the manufacturer. 

 

1️⃣4️⃣ Do I need certification or sign-off? 

If your project requires a Building Warrant, you may need: 

  • Fire classification test reports 
  • Manufacturer’s technical data 
  • Evidence of correct application 

At completion: 

A Completion Certificate is submitted under the Building (Scotland) Act 2003. 

Building Standards may request supporting documentation. 

Keep: 

  • Data sheets 
  • Batch numbers 
  • Application records 
  • Invoices 

 

1️⃣5️⃣ Does this affect insurance? 

Insurance policies generally require compliance with Building Regulations. 

They do not normally mandate specific coatings unless specified. 

Always confirm with your insurer.

Final compliance depends on: 

  • Correct product selection 
  • Correct application rate 
  • Full construction build-up

Final Note 

Fire safety in Scotland is a regulated design requirement. 

Timber lining boards and flooring can safely be used in compliant projects — but the correct classification must be confirmed early in the design process.
